Good locations to use heat tape at are places where pipes have a higher chance of freezing over. Both insulation and heat tape have a good history and last a good amount of time. They only need replacing when there are signs of decay.

Whenever I hear or see a home or business owner complain about having to perform their annual backflow device testing I like to take the time to explain what backflow devices are for and why they are so important.
